What is the EPA Brownfields Program?

The program addresses the need for economic vitality, redevelopment of potential sites to be inventoried, assessed and subsequently cleared to ensure properties are well-positioned for reuse, redevelopment and revitalization.

Many areas across the country, once used for industrial and commercial purposes, sit abandoned or underutilized. Some of these properties are contaminated, while some are only assumed to have environmental problems. These properties are considered BROWNFIELDS, are real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant.

The U.S. Environmental Protection Agency (EPA) grants money to assess and clear properties, known as “Brownfields,” that are planned for reuse or redevelopment. Brownfields sites can include properties that are vacant, or are abandoned or underutilized sites that may suffer real or perceived contamination. Participation in our Brownfields Initiative will direct EPA grant funds to investigate and clear Brownfield sites in and around Lovelock including community gateways, the industrial park and, the downtown corridor.

With EPA funding, the WNDD coalition which includes the city of Lovelock and Pershing County will:

  • Inventory candidate property for assessment
  • Select the highest priority redevelopment sites for assessment
  • Assess properties (Phase I, Phase II: Conduct Clean Up, and Reuse Planning)

Brownfields program accomplishments nationwide as of July 2019 include state and tribal programs:

  • Properties assessed: 28,697
  • Acres made ready for reuse: 80,952
  • Dollars leveraged: $27,527B
  • Jobs leveraged: 144,800
  • 7,262 sites ready for reuse
